Freedom Development collaborated with the Town of Pepperell to preserve an historic mill site for both residential and commercial uses. After several months of public hearings and development workshops, Riemer & Braunstein developed flexible zoning provisions which provided the municipality with a "Smart Growth" zoning template which could be applied to a variety of underutilized properties. This development, while in its initial stages, may act as a catalyst to revitalize the downtown area.
