The Joseph R. Mullins Company envisioned the creation of a new Holbrook downtown within the project known as "Old English Square." This proposal capitalized on traditional building design integrated with public open spaces and a mixture of uses to support this new town center. In addition, the site benefited from public transit opportunities which were located within walking distance of the site.
